Hainan is cheaper than resort photos suggest, but more expensive than small cities on the mainland. Below are realistic monthly figures for one person and for a couple — neither extreme frugality nor extravagance.
Rent
This is the largest expense. Prices depend on the city, district, distance to the sea and season. Sanya is most expensive in winter; in summer the gap between cities narrows.
• Sanya, one-bedroom apartment: 2,500–4,500 CNY per month, higher in tourist districts.
• Haikou: 1,500–2,500 CNY.
• Wanning: 1,800–3,000 CNY.
• Qionghai: 1,200–2,000 CNY.
A deposit is usually required on move-in — often one month, sometimes two. Agencies charge a fee, typically half a month's rent, occasionally a full month. Negotiate, and confirm whether internet and property management fees are included.
Utilities
Electricity in Hainan is expensive by Chinese standards, and in summer the air conditioner runs almost constantly. Guide: 150–400 CNY per month in summer with heavy air-conditioning use, and 80–150 CNY in winter. Water and gas are usually 30–80 CNY. Older buildings may have separate meters; newer complexes often bill through an app.
Tip: before signing, ask the landlord or neighbours about the average monthly electricity bill — two flats in the same building can differ twofold.
Food
Cooking at home: 1,200–1,800 CNY per month for one person. Vegetables, rice, eggs, chicken and fish are inexpensive; imported goods cost about the same as in Russia or more. Local markets are cheaper than supermarkets, especially in the evening.
Eating out: 20–40 CNY for a meal in a simple cafe, 60–120 CNY per person in a mid-range restaurant. Tourist districts cost 1.5–2 times more. The most common approach is a mix: cook at home and eat out a few times a week.
Transport
• Bus: 2 CNY per ride; networks in Sanya and Haikou are well developed.
• Taxi: starting fare around 10 CNY, city trips 15–35 CNY.
• Scooter rental: 50–100 CNY per day, 600–1,200 per month; a licence of the right category is required.
• Car rental: 150–350 CNY per day depending on class and season, plus fuel and insurance.
• Intercity travel: Sanya to Haikou from 80 to 150 CNY depending on the service.
Connectivity
A local SIM with data costs 60–120 CNY per month. Home broadband is usually 60–150 CNY and is often included in the rent — confirm when signing.
Other expenses
Household items, bottled water, small repairs and everyday extras: 200–400 CNY per month. Gym, pool or surf lessons are separate, typically from 300 CNY.
Overall benchmarks
Budget option — a small flat in Qionghai or Haikou, home cooking and public transport: about 3,500–4,500 CNY per month for one person.
Comfort option — Sanya or Wanning, a flat closer to the sea, mixed dining and frequent taxis: about 6,000–9,000 CNY per month.
A couple sharing one flat typically spends 30–40% more than a single person, not double, because rent and utilities are shared.
How to cut costs
• Avoid first-row sea views: the same infrastructure is 30–50% cheaper.
• Cook at home and buy at local markets.
• Use buses and bicycles instead of taxis.
• Rent for several months at once to lower the monthly rate.
• Confirm whether utilities and internet are included.
The first two weeks are usually spent exploring: where groceries are cheapest, which district suits you, and what transport really costs. Plan the first month's budget with a 20–30% buffer.
